Three years ago, Ben (Alex Fong) led a botched raid that resulted in the death of his undercover agent, Bong. Now serving as sergeant of a patrol car, Ben insists on doing everything by the book. When Bong's younger brother, Wallace (Carlos Chan), joins Ben's unit, the two men clash over their differing methods.
